TipTip jQuery Plugin

TipTip, as the name almost suggests, is a jQuery plugin for creating tooltips. What makes this one a bit different from other tooltip plugins is the fact that it will generate one set of popup elements total, rather then generating one set of popup elements for each element with TipTip applied to it.
